before Dallin Oaks BYU wasn't really a preference for most LDS kids so institute
was the preference. It still didn't work. Also in those early 70s they recommended that kids stay home and get an associates at the local community college, then apply to BYU. That didn't work very well either.

This year's changes seem to imply to apply to BYU as a back up, but make sure you get accepted to a college of your choice first. If that is the real direction OK, but it will change the dynamics in the church over a generation.
