No. Are you surprised that BYU came out sluggish?
They had lost their qb, te, receivers, running back, and a couple Olinemen. They had no identity and the only obvious standout was Bushman.
Portland was less talented overall, but most FCS schools have an identity and have razor thin depth at the beginning of the season. It's no surprise that they competed in the first game of the season.
