I dont understand why people - include the announcers - questioned this

This was such a common practice in the NFL years ago before kickers kicking 50+ yarders became pedestrian. Now icing an NFL kicker is not as common as these guys are money... but it still occurs on occasion. College kickers are NFL kickers from 20 years ago, using timeouts on the road for a 40+ yard kick... absolutely.
