Financial instability existed long before the creation of the Fed. The Fed attempts to minimize
the downturns in the economy, and help us through those tough times through monetary policy.
Some argue, as you are suggesting, that they've made things worse. I think the economic history of the US since the creation of the Fed suggests otherwise.
