I think DR Hill knew he would retire soon, and wanted to pass the...
..."I hate BYU" torch to somebody who truly hated BYU with the same fiery passion that he does. $80K seemed like a logical successor, so he got a nice long extension in order to carry on Dr Hill's legacy of vitriol.
Either that or he has pictures and/or video of the good Doctor committing a #METOO violation.
