it's hard, but certainly not impossible. I help commands fire lots of civilian employees
but it can take months to go through the process, even for what seems like fairly straightforward reasons.
for example, we had a guy who couldn't pass his IT certification tests which were required to do his job. gave him a bunch of time to study and take it a couple times and he couldn't do it. we proposed to fire him and it took about 1 year before it was all done. during that year, he couldn't do his actual job, all we could have him do is man a computer helpdesk answering questions when people couldn't log in to their account or whatever.
