Exempt employees like me are guaranteed to get back pay, yes.
Furloughed employees need legislation passed but my understanding is that it already has been.
Contractors are in a more tenuous spot as it's specific to their employers.
Regardless, that's small consolation if you're potentially facing late fees from not getting paid in the meantime.
