Is this combined private and public spending?
Also, how is private spending by foreign subsidiaries of domestic companies counted?
My company has a large subsidiary in Norway and dumps a lot into R&D and new product development there. Just wondering which country gets to count it.

Except, R&D and CapEx was never hampered in the slightest. It was all PR spin from the beginning. There was no drop off

Even though this is spectacularly off topic, I will respond because of how wrong you are.

I'm not sure how much I trust that 24-30 billion number. From my quick reading

Okay- but I do think it’s clear that Title II had a statistically significant impact on telecom investment.

Is it? What do you see that makes it clear? Above you mention the ~6% decline in

Some countries invest in R&D. Some invest in espionage. Play to your strengths.
