Is this combined private and public spending?
Also, how is private spending by foreign subsidiaries of domestic companies counted?
My company has a large subsidiary in Norway and dumps a lot into R&D and new product development there. Just wondering which country gets to count it.

But the repeal of net neutrality was supposed to increased R&D and CapEx from all the major telecoms!!! Did they lie!?!?

Except, R&D and CapEx was never hampered in the slightest. It was all PR spin from the beginning. There was no drop off
