Is it? What do you see that makes it clear? Above you mention the ~6% decline in
2015-2016 and a "sharp reverse" in 2017 that was more of a flattening out than a reversal. This correlation could be suggestive of a causative link, but so far I see nothing in what you have provided that demonstrates a clear statistically significant impact from title II.

But the repeal of net neutrality was supposed to increased R&D and CapEx from all the major telecoms!!! Did they lie!?!?

Except, R&D and CapEx was never hampered in the slightest. It was all PR spin from the beginning. There was no drop off
