initiative here in MO in November that was patterned after what was being done in other states. I assumed Arizona's tax credit is the same as what we saw here and in other states that basically was a back-door voucher system for private schools. I haven't looked into Arizona's law in any detail, but the tax credit for donations to school support organizations is a typical mechanism used to bypass limitations on vouchers for religiously sponsored private schools.
