I've always thought that tax credits for certain types of charities would be a
good idea (with limitations).
Not sure about in AZ, but the way I would phrase it is:
"Charities that take the place of certain government welfare systems," which could include charities that in effect cause welfare costs to decrease (job placement charities, etc).
If charities can do it more efficiently, why not?
