Put another way: a good GMAT score won’t help you get into a top-tier program, but it can absolutely preclude you from getting into one. I think many schools view a 730 and a 770 on the GMAT very similarly - it falls to what differentiates you from other candidates. However, if you come in with a 650, it probably isn’t happening.
