We had previously been told it was just pass/fail...if you graduate seminary it didn't matter if it was 75% attendance or 100%. The guy said "I don't know where you heard that because we definitely look at someone with 75% attendance differently than 100%". Unfortunately we didn't know that until...the month before the application was due.

Ridiculous to rely on seminary to this degree given massive inconsistency once you get outside of Utah. What time does it start? How far from home and school? Who is the teacher? No way you can compare the experience of two students and especially to compare our area (early morning seminary that starts early and is not super close) to someone with release-time seminary.
