A six-year decline? That's like saying, "Bob the salesman did $1M in sales six
years ago, and had a couple of other $1M+ years prior to then as well. He may have done $900K, then $800K, then $700K, then $600K the following years, and $500K last year, but look at those $1M sales years! The guy rocks!" Not sure any logical CEO would buy off on that business model. There's no question Rose has done good things for the program, but it's time for him to leave.
