Impossible to give fair evaluation to all global players. Thus the ranking services don't rank international prospects until they sign with a team. Once they sign, then the evaluators will look at tape and then assign a ranking. And even then they seem to be a bit off as I imagine it's difficult to judge the quality of competition.
