It should be standard that police have enough personnel to show up to things like break-ins, thefts, minor crashes, and things like that and take reports and conduct investigations. IMO, ideally, cities need to maintain law enforcement and public safety staffing at a level where they can respond to all types of calls like that - it's a pretty standard expectation. It kind of is how it is though in metro cities and dense urban areas - they rarely have enough manpower to respond to the volume they receive.
I just recently saw this article that brings up another issue, in addition to having a ridiculous call volume for the number of officers they have, they're apparently bleeding officers to other agencies who have beat SLC in pay recently. The city really needs to allocate the resources necessary to take care of the city. SLCPD has outstanding officers and a great organization, they just need a lot more of them. It's not unreasonable for people to expect a city to have enough officers and resources to respond to crime calls.
