I mean, they could just create a "Bachelor of Science in Athletic Participation" for those who want to play football only and not be held to the same academic standards.
Having worked as a student athlete mentor at BYU, I can tell you that BYU does not hold their athletes to the same standards as other students. They have much more resources and accommodation than the others. That said, BYU is much more strict with their treatment of student athletes than other schools.
Now when it comes to admissions - I can agree with this. Student Athletes shouldn't be held to the same admission standards. And I also agree that they should have accommodations for while they are in school...but it shouldn't be handed to them, nor should they be allowed to cheat their way through. It's still an academic institution.
