This site - used purely for recreational purposes - doesn't even list him as a candidate.
So - I did a search specifically for PAC12 contenders. And this article does have Moss as #3 - as you said it would. Guess who is #1? Straight from the article:

That player could be a yet-to-arrive graduate transfer, a redshirt freshman or a second-tier contributor in 2018 who makes a giant leap."
So - they're saying that really ANYONE ELSE in the conference has a better chance of winning the award than Moss does. But, as Lloyd Christmas would say..."So you're saying there's a chance!"
