There is a lot that the coach controls in track.

Athletes are limited to 4 events each event. If the coach knows that a fast kid can get better placing (more points for the team) and he can put a slightly slower kid on a relay team and still get decent or top placing(again more team points) then the coach looks good for winning the meets.

Strategy. The fastest kid in Utah 6A didn't run in the 4x100 relay. They won the race without him.
