There wasn't an issue with neighbors complaining. It was that the Video Boards

couldn't be any larger, because they were built on the existing stands.

BYU's video boards are very high up. BYU wanted to build much larger boards, but couldn't, without having to construct new stands (at a great cost). the concern was the the existing stands couldn't support the weight of a much larger screen.
