One of the Kindle Fire tablets would probably be the most cost effective for what you're asking.

I currently use a Fire 8. Kind of clunky, and Wi-Fi is unstable. Had to hack it to put Google play

I have a fire 10 with a detachable keyboard. MUCH more stable than the 8

Yeah, I'd recommend against the amazon kindle (we have several) unless cost is the sole issue

You can find the regular iPad for $249 pretty often now. That is the way to go.
