I like it but if you ever had multiple consecutive years where
small population teams were the majority of the Premier conference then the media contracts would likely take a hit. The media wants population more than they want quality football. I love this method though. Its how my high school's state football conferences work (regardless of size) and Italian soccer. One of the greatest things is watching a school/team take a meteoric jump in quality or a hard fall from success. I actually think this would be a good long-term approach to the NBA and it would completely change the determinations for tanking for draft picks.
