I'm guessing the rule is there to protect the kids in the outfield

I almost got drilled in the head one time when shagging batting practice because I was still focused on fielding the previous ball.

It definitely wasn't being enforced. They should just drop the rule to put everyone on an even footing, plus it's more fun to watch

They listed it as a rule on the ESPN graphic but maybe it was outdated.

It’s still a “rule”, they have an “ump” standing to the side pointing at the pitcher when to throw.
