What do you mean the P12 has been disallowed from having an 8-team schedule?

If you mean that they've done it to themselves then yes, you're right, but if it wanted to it could change that at any time.

As for your other question, Washington was in the playoffs in 2017, that was the last time. The conference definitely needs to make some national noise soon.
