It’s an NCAA clearinghouse issue. He didn’t have the proper paperwork to be reinstated. You can’t just put someone in a game that hasn’t been cleared.

I think the idea is that every instance of BYU self reporting has resulted in a heavy handed punishment from the NCAA.
