From my experience with an artistic daughter
You’ll either need to increase your budget significantly or be okay with it being connected to a PC.
My daughter has a digital pen thing and software for the PC, and I want to say that totaled about $200.
If you want to do a tablet, you’re probably looking at an iPad Pro, a laptop/tablet combo thing (typically around $500-800), or there might be a Chrome tablet option (I’m not familiar with those).
