Coaches can challenge in college football. They get one, if they win it, they
get one more. They can use it if they think the booth isn't going to review a play, or not review it fast enough. That said, from one of the other angles, I thought it was clear that he stepped out on that play.
The NCAA will allow a football coach to challenge one ruling by officials per game and have it reviewed by replay, provided his team has an available timeout.
