You are mistaken. You can initiate one if you're a premium subscriber.
And, I don't think it's a dumb feature at all. I think it should be rarely used (I personally don't have any that haven't been forced on me), but I've had one person recip ignore me.

If there were a user that particularly annoyed you, yes you could place them on ignore so you don't see their posts
