The thing is, they are allowed for. No one watches them. That wouldn't change.

And the NFL isn;t drafting any kids right out of high school like the NBA does because kids aren;t close to physically ready for the NFL yet. So either the NFL does a D-League--which they don;t want to, or the NCAA get more power to enforce. Which is what needs to happen. Cheating schools need harsher penalties and fines.
