Colors are reused a lot in sports but in a small geographic area it's rare for teams to utilize the same color. Color is a way to easily distinguish between fan bases when they overlap. The state of Utah used to have Navy, Royal and Red...3 distinguishable colors. Honestly BYU switching back and forth between royal and navy shows poor branding standards. Pick one and stick to it.
