Each other. A total of 2-3 top 150 recruits go to non P5 Schools per year and they usually go to schools with money like Houston and UCF. This won't change anything look at the recruiting rankings and where they go. Almost all to top 25 schools in terms of revenue.
If anything this gives more schools a shot. Bama doesn't have the most money. They won't be able to out recruit teams like Michigan, Texas, and A&M that have equal or greater resources but don't have a recruiter like Saban.
And say big schools boosters have a budget of $50m for players and smaller schools have $10m. A small school can load up and get a big recruit that they had no chance on before and fill the rest of the roster with guys only worthy of a scholarship.
As it stands now, poor schools don't get top recruits period. It can't get worse.
