There's some merit to the idea, but it's not the end-all point.
It's not an idea that you can just put everything into and use it as the standard.
It's an industry where yes, do you like to see hungry guys who progress in their careers and want to move up. However we can hardly use it as a generalization for everyone, and you can have career progression without HC being in there. Someone like Anderson has still progressed even without having made it to HC. It's not a necessity that someone becomes a HC in their first 5 or 10 years of coaching. Actually that's kind of crazy. And not every guy needs to go become a HC of a lesser program. Some do their time and wait it out.

Kirby Smart. Coaches for about 17 years before getting his first HC job. He didn't become a D1 coordinator for 10 years.
Nick Saban didn't become a head coach for almost 20 years.
Ed Orgeron coached for 20 years before a HC job.
Lincoln Riley is young but it still took him quite a while.
Kyle Whittingham coached for 20 years.
Malzahn coached for 20 years, and most of it was HS.
Bronco coached for like 16 years.

I could make a giant list of guys who were not extremely quick risers to becoming head coaches. Maybe the opposite of your idea is actually the truth and it's more common for it to take a little while. Who knows. But it's not something to bank on and demand from a guy before hiring him. Plus, how do you know he hasn't been in the running for jobs at lower level schools but wasn't interested? I'm sure guys like Kirby Smart did too. Just saying don't over exaggerate your point like it's the standard in CFB. There are plenty of examples otherwise. Guys are faster risers these days but maybe that's because coaches stuck around for longer back in the day. There's also more coverage of them.

So yeah, while I think your point can at least make one raise an eyebrow to look into someone a bit more, it's hardly a requirement. I think there are more important things to look for. Anderson has been progressing and promoting through his career. He made coordinator. He bumped to AHC. I mean, there's nothing awful about his trajectory. Grimes is a little different. He was a position coach all this time.
