Sledgehammer actually did the trick quite nicely.
It didn't even dent the bumper much. There was also a heavy steel bumper mount that was bent back a bit. I was able to get that bent into place with a pry bar. I tried just placing the bumper (not bolting it yet), and it looks like I got it pulled out right where it should be.
