When I took drivers ed in Canada I was taught that if someone is passing you or
going faster than you on the right on a freeway you are in the wrong lane and you need to get over. The instructor said that ideally on a multi lane freeway the slowest traffic should be on the right and then get progressively faster as you move to the left. I don't know if anything similar is taught in Utah or not.
