This is 100% correct...
BYU is not a proactive and aggressive recruiter. And by "aggressive" I don't mean a pain in the butt I mean one that is making contact consistently.
This is something that is well known by the kids and their families who BYU has recruited. In comparison to other schools their efforts are very weak and inconsistent.
