No way he was doping at 15.
Because it's always a possibility that athletes are dirty, I can't say with 100% confidence that Phelps was clean his whole career, but at least he had a pedigree starting from a young age.
He also had abnormally short legs and long torso for someone his size, so he had other advantages physically to excel in swimming.
