No idea.

But it would be nice if places just paid people what the work was worth. If wait staff do poor work, they'll lose customers. So the restaurant will be best served to make sure their staff are doing good work or let them go. If they don't, the restaurant won't last long - and I'm OK with the natural consequences approach.
