There are 300-something D1 basketball schools who have 13 scholarships to give out, so they normally find players from their region or sometimes across the country (or even world) to come play for their school. Coaches get paid lots of money to do this. And people come to the games primarily because of their ties to the school itself and support of its athletic programs.
