I'm certain that there aren't bright line rules here, however, for all people. There is a wide range of metabolic response in the population. There are definitely people who do not respond at all to carbs, but it seems a wider number of people do respond to carbs. There are varying degrees in here for people, some driven by genetics, some by life long patterns.
