A salary cap, or different tiers of payment should be required.

A scholarship plus 20 grand a year may be a teir, and your only allowed so many.

Career serviceable backups may be only 8 or 10 grand a year.

You're only allowed a certain number of each teir type scholarships.

Something along the lines of.

10 - 20k per year.
20 - 15k per year.
25 - 10k per year.

The rest would have to be filled out by scholarship players only.

You can adjust the numbers as you see fit. The lower the number of slots at the top spot, the more elite talent spreads out.
