I can think of 65 schools that would oppose such a proposal. Without the support of the Power conferences and Notre Dame, it would not happen.
In 2014, the power conferences were floating the idea of increasing scholarships to 100. They abandoned the idea in exchange for the G5 to support their bid for autonomy. It may have been a simple bargaining ploy, rather than a serious desire to expand the number of scholarships.
It may also been a serious maneuver to distance themselves from the rest. Autonomy accomplishes that goal so I don't think the proposal will surface anew. They would, however, close ranks and oppose and movement to reduce the number of scholarships.
Opposition from power conferences would ensure that such a proposal would be defeated.
