No, they are fueled by warm Oceans and cooler air.
Hurricanes form in the mid attitudes not in the tropics where the water is even warmer.

North American tornadoes form where warm gulf air meats colder Canadian air.

It takes a temp difference for any storm to form. The larger the difference the stronger the storm.
