Look - rules and rule interpretation changes all the time.
In the past - players could oversell via flopping and refs would either be suckered by it or simply ignore it.
Now the rules are being interpreted such that a flop results in a warning and then a delay of game penalty. So while players have always done it in the past - that's changing.
I'm not saying I agree or disagree (OK - I'll be honest. I agree with doing away with the most egregious flopping), I'm just the messenger telling ya'll why Zac didn't get the foul call and did get the flop warning.
With the Lee example - I think there's a big difference between exaggerating the contact (making it look like it was more than it was) and allowing the contact to knock you over by not attempting to regain balance, etc.
So I'd say players are probably still free to fall over when hit in order to sell contact - even when they could've taken a step or two to regain their balance and remain upright. But if you whip your head back like Zac did on that play (and like he did when called for the same thing in the game Saturday), then expect to get the flop warning. That's just how they're applying the rules now.
