What does that even mean? Are they thinking your endurance is improved? Id argue cardio before lifting just makes
you more tired for the meat and potatoes part of your workout (lifting) and means you cant go as hard which means you remain small.

Do a dynamic warmup sure but then go big in your lifting and then any extra cardio you do is gravy.
