The WCC could do that if they had a larger venue, i.e. the MGM Garden Arena would be my preference, especially since the PAC is now in T-Mobile. Garden Arena seats around 16K, and that extra 6-7K capacity would make the conference alot of additional money, especially in a year like this where you have a very good BYU team with tens of thousands of alumni and supporters locally and a couple of hundred thousand more within 1/2 day driving distance. If Pope is here for the next several years, BYU and its support is not going away anytime soon.
Conference tournament games by and large for any conference in America are not sold out until the semis anyway.
The Orelans is a 3rd-rate facility compared to the Strip arenas or the T&M in almost every regard.
IMO, a more progressive WCC Commissioner will figure this out one of these days and make the move because an increased BYU presence in Vegas means alot more $$ for conference coffers.
