Frankly, Trump is probably using this language to create this new "outrage"

to deflect from his own missteps in handling this crisis. He and his supporters are used to deflecting charges of racism, but he hasn't figured out yet how to deflect charges of gross incompetence. So my guess is he's using language that he knows is questionable-at-best in order to shift the conversation back to familiar ground.
