For example...

Michigan... It took 2-3 days of people coming in to overrun the hospitals. Beaumont health system reports that there have been 800 test positive. 400 are currently on ventilators. That was 3 days ago. Sure there are likely thousands of mild cases untested. But it doesn't change the fact that all of the severe cases exist.
