I readily concede this is not the actual fatality rate for the disease. I find it troubling that
it (the rate, such as it is) would increase at all given the high incentive to test more. If anything, it should continue to go down with higher incidence of testing.
As to NY, this means they are slowing testing (why, who knows), or their capacity to care is going down.
