Only counted as Covid if they had a positive test

Which I understand is rare. I assume these are older people without much family nearby who get it and just isolate rather than going in to get tested or maybe are told to self quarantine because they aren’t sick enough to warrant a test.

Hard to say, but the 500% increase suggests there is something unusual going on.
