We did #1 when we moved and it saved us from making some very poor decisions
Although what I did isn't called Historical. You go to Google Maps, go to Traffic view, search for a place, hit the Get Directions button, and where it says "Leave Now" you change that and select a specific time and day. Gives you expected commute times. They even have bus info in there, although I don't know how good that data is. Traffic data seems pretty good though.
